In Shelby County, the Clerk’s Office has moved past the point of "growing pains" and deep into the territory of systemic collapse. For the residents of Memphis, Bartlett, and Germantown, the experience is a gauntlet of long lines, expired tags, and a complete lack of accountability. At a recent forum, Mike Williams, the current Chief Administrative Officer (CAO) of the Clerk’s Office, didn't just offer suggestions—he fired a warning shot.

Williams is in a unique and difficult position: he is the man inside the machine, watching it fail because the hand at the wheel refuses to turn. "My job is to advise," Williams told the crowd with a grit that comes from years in Special Forces. "I give the best information available to make an informed decision. But the ultimate decision rests with the Clerk. And she has failed to listen."

A Warrior’s Resume: Proven in Combat and Crisis

Mike Williams is not a politician who needs to be taught how to lead. Born in North Memphis and raised in the Scutterfield community, he worked his way up from nothing to become a Special Forces operative in the U.S. Army, leading men into combat in Kuwait. When he returned home, he served 22 years on the Memphis Police Department, eventually leading the Memphis Police Association (MPA) for 12 years.

During his time at the MPA, he did the impossible: he got a referendum passed that restored $70 million a year to public safety, pre-K education, and community services. Later, as the CAO for General Sessions, he led the court through a global pandemic and successfully cleared a staggering 14,000-case backlog.

The Internal Battle: "I Pointed Out the Money, She Chose Not to Spend It"

The hardest-hitting moment of the night came when Williams addressed the excuse of "lack of funding" that often comes from the current Clerk, Wanda Halbert. Williams, who manages the internal operations, didn't hold back.

He revealed that there is roughly $15 million sitting on the table right now that could be used for technology upgrades—specifically EDP, IT, and EVIS funds. "I pointed that out to the Clerk," Williams said. "I asked for a computer refresh on day one. But once again, the ultimate decision is that of the Clerk. And she did not do it."

Williams described a Clerk’s Office being held together on a "wing and a prayer" by a workforce of predominantly young African American women who are struggling to survive on $29,000 a year. Having fought for wage surveys and $40,000 starting pay in General Sessions, Williams is ready to bring that same "fighter" energy to the Clerk’s Office to protect the employees and, by extension, the citizens they serve.
